HAD the same bug. Henry finally reappeared after hitting level 21 and completing the potomac event center mission. Settlement also reached level 4. Hope this helps track the bug down for others.

Scratch that. It seems i need to talk to Henry a second time and hes gone again.

Just completed the Historic District side mission like someone previous suggested. It didnt help either.

A friend of me had the same bug anď i didnt have it i joined his lobby and ran towards the location where the campus is located and the location opend for me and him and the bug is fixed for him now try doing it to if u need help u can also ask me to help you psn :jarno_celien

I have this same issue and i will try some of the suggestions but its not stopped me progressing as im lvl 30 world tier 4

Same issue here, I did some missions with a random guy and spoke to Henry but it was on the other guys map.
Now it’s telling me to speak to him again and I can’t.
I know the devs need time as this is a very complex game but this has been around for 5 days now and it’s progression breaking which is a disgrace tbh.
Hopefully they will fix it on Thursday maintenance.

Same issue on PC. Tried everything that everyone else did. He is there, just can't talk to him again.

I just fixed mine, so if you have done the historic district side mission already. Just continue onto doing the capital building strong hold for your story mission. I spent hours replaying historic district only to find this out later =3=///.

You dont even have to talk to the guy... You just got trolled by the Hayes.
