I had trouble paying for a pre order of the game on PC on the Ubisoft store because of regional restrictions and language locks.
If I pre order via the Epic games store do I only need Uplay to run the game or does the epic games launcher have to be launched too?
(I am also pre ordering for the free full game offer)

It's been my experience with Ghost Recon: Wildlands, which I bought through Steam, that you did not need to be running Steam to run that game. I was able to run the game through Uplay with no issues. I don't understand why the game isn't just available on Uplay. Diablo is only available on Battlenet. I guess Epic Games threw a fat stack of cash in front of Ubisoft. I would never use Epic Games Launcher. Kinda sad since a lot of developers are going that route. Like Metro Exodus, I'll never get to play it unless it releases somewhere else. And while I understand the profit issues with Steam, doesn't make sense to sign up with Epic Games when their product is insanely inferior to any other product out there right now, in terms of game management, customer service, and support. Good luck to anyone trying to get a refund from them. My friend had to jump through hoops and an hour long chat just to get a refund from them.
