I Pre-Ordered The Division 2 Ultimate Edition, which comes with a few little bonuses. I made a character, did a mission, then redeemed them at the stash. However, I figured I wasn't entirely happy with the character's appearance (You can't edit it, so you must start again, which is a terrible design), but upon repeating this process, I found that I had no items waiting in my stash.
I don't believe that the bonuses were marked as 'character specific' anywhere, so surely I must be able to redeem them for newer characters as well? Is this intended, or a bug?
It seems fairly unreasonable if it's an intended feature, especially considering that it is not made clear to the player beforehand. Any help would be appreciated. Thanks.

The outfits are given to you automatically once you redeem it from your stash. I did this as well, I created my first character and didn't like her so I made a new one.
As for the weapons, you are only given one copy. You have to put them back in the stash and withdraw it for your new character.
After I moved the weapon, I deleted my first character and kept the second one.
The weapons make sense, but the other items don't. For instance, I haven't yet deleted any of my characters, but I noticed that I couldn't redeem ANY items at all on my second character. I figured the weapons make sense because you could just scum the system and get infinite weapons and that wouldn't be good, but the cosmetic items which can't be sold or broken down? Seems like something is either broken or it's a big oversight there.
As a side note you can edit some of your characters appearance.
One of the NPC's you unlock let's you change hairstyle, colour, tatoo's etc you just can't change the initial main picks such as gender, starting face type and so on.
Plus glasses can be unequipped this time too.
That's good to know. Where is the vendor? I haven't found them yet.
You should be able to change as much as you want though. It's not like the choices you make change the outcome of the story in any way. You're literally just a blank canvas for players, you don't even speak, just march around with this gormless look on your face, playing with the environment like someone who's still learning how to be human while other characters tell you what to do.
Haircut? Sure. Eye colour? Go for it. Skin tone, Face parts, Sex? Why the hell not?
Not like it makes a difference to anything gameplay wise.
