Contact your card issuer and ask for a hold to be placed on the purchase. Contact Ubisoft informing them that you did not receive the game when purchasing but the money was taken, so you have issued a hold pending refund of that money.
Once you have that done, you can then purchase the game again from another retailer (as it seems Ubisoft Uplay is causing you issues). Gamesplanet.com have a deal on for 10% off if you can use that site where you come from.
