On there, it looks like the Declaration skin is tied to the ECHO game. However, I don't believe that game is available in the US, and the skin requirement for me says to register on thedivisiongame for email updates in order to unlock. However, I've done that and it still shows as locked, so there's probably some issue between the different regions and the US requirements are currently bugged.

what about if you dont want to bother with this facebook echo thing, i just want to unlock the Declaration weapon skin the way it says by registering for email updates, seems like people in US are lucky in that the city runner outfit set and the Declaration weapon skin and pathfinder armband all unlock just by going to the division 2 website yet people outside US need to do this facebook echo thing to get all those rewards.
