It'll likely be changed when Raider gets his rework next season, right now he kind of needs it. Its one of the few things keeping raider viable in 4v4's

Raider is evidently being looked at for changes, as the team has hinted a few times on Warrior's Den.

As of now, shugoki hugs while outnumbered are way more annoying than Raider is, in my opinion anyway. Shugo warps through teammates to grab you, pretty bs.
