It's at times like this that Ubisoft's woeful lack of customer care are thrown into sharp focus. Steam was brought to heel by Australia's consumer protection laws, which is how their consumer-friendly refund policy came into being. it's about time the EU took a look at the way that Ubisoft has trampled over consumers rights the way they have of late. This is clearly a Paypal issue with the transaction not a Ubisoft one, best bet is if you can purchase off Ubisoft's website using another method like a cc if you have one and chase Paypal for a refund. If Ubisoft supoort has given you an answer that it's Paypal, there's nothing Ubisoft can do, It's another company that is holding your funds for whatever reasons. I'm sorry to hear that you are having these issues and I understand it's really frustrating to deal with Paypal, that's why i don't anymore.

Then this is a problem at Ubisoft's end and they are giving you the runaround. Contact them again (perhaps a mod can help if they have access that you don't) and make sure you give them the whole story, especially that it is in your order history.
