After completing the Declaration of Independence Side Mission we encountered a weird notification issue where it "dropped" the Theater Settlement Upgrade but it was lootable. Pic included for reference. It wasn't clear that we didn't need to pick it up to get the upgrade. All we had to do was go back to the settlement and the upgrade is automatically applied.Pic included for reference.
