Hi, i seems, the Open Beta is way easier than the closed one. I am not sure it's because the enemy's are weaker or the Agents are stronger, but it is too easy now. Some mission still are kind of a challenge but most of the Open Beta stuff is real easy.
But maybe it's just my opinion. I still would like the game to be more difficult.

I felt the same, enemies had been far better with flanking etc. I don't like why they had to wash that out only cause some people died early on. This feels too much like Division 1 with such ****ty AI. I hope it's just for the first mission(s) and then the AI goes back to be as good as it was in the closed beta.
I haven't been able to play the open beta yet, but I am looking forward to seeing the change. Speaking broadly on looter-style games, however, I think their longevity works best when you err the standard/default difficulty on the easier side and work up from there, allowing people to pick higher difficulty levels. That way the developers reach the broadest audience possible. The game doesn't have to be just "hard" or "easy". One of the joys of Diablo 3, for example, was that players could have the experience that they wanted. If you were in the mood for a smooth, more leisurely grind experience, you could have that, and if you wanted something more intense, you could have that too.
One of the things that I always thought the first Division did poorly was difficulty scaling. Cramming a whole end game's worth of progression inside what really amounts to five levels is a difficult thing to pull off, and with just a few difficulty settings that jumped the difficulty so extremely between them, it never felt that well tuned. In my mind, the default difficulty on these types of games should be where that most casual players should be able to get through the content without too much hassle. Some of us might want an intense, balls-to-the-wall-game (personally for me, it depends on my mood), but I do think the default difficulty in the private beta was a bit much to manage for this type of experience - it should be noted, however, I was playing solo, which comes with its own inherent set of obstacles.
Of course, it also depends on how the difficulty is implemented. Smart/strong enemies? Cool. Grenade spamming quarterbacks with stun batons who shock you in place so that all you can do is watch yourself die? Nope nope nope.
