What happened to the shield? :/

I haven't played the game for about a year, but picked it up again a few weeks back as preparation for Division 2. I had a (then) pretty optimized D3 build and I decided to check out the DZ and farm for a bit.
Every time I faced a rogue player I tried to put up my shield... just to have it break even before the animation finished! Like.. what the actual f?! Why did the developers decide to completely nullify the shield like this? It's literally useless now. And it was my favourite skill too.

Back when you used to play The Division, how many hits could your ballistic shield take? Have you already tried tweaking your gear build?

    To the OP.
Is your D3 6 piece classified?
If so, is it 9k Stamina?
The hp on shield should be between 2.2 -2.5 million pending on skill power.
    Run 4 x 5%damage resilience mods.
Having Combat Medic talent heals your shield when using a medkit.

Welcome to the PvP version of the D3. It's stupid. IIRC, in PvP, they changed the damage from 1.2 to 4.6x.

In legendary missions, I have two D3 builds. One is a 9.5k stamina with 4 resilience mods and is effectively to just draw aggro while the high DPS people in the back mop up. On it, I have self-preserved to heal on crit hits since I won't get many kills. I normally use predatory.

My other one that I run most of the time is even FA and Stam (around 6400 IIRC) with 2 resilience and 2 damage mods. On challenging, I very rarely ever lose my shield through an entire mission and it can take at least 3 melee hits from a hunter or Legendary NPC in this setup. Yet, in the DZ it is gone in literally a second or so. Part of the issue is that if the person is running Striker, they inexplicably have it building stacks from hitting the shield. That makes no sense whatsoever (I mean, it is so big you can't miss hitting it). I could understand if it built a stack every so many hits, like one in 6 or 8 hits builds a stack, and 1:1 like normal for hits on the person.

XahRith16, The D3 no longer relies on Skill power right? I thought after ~1.7 or so its hit points were purely based on Stamina. It used to max at 125k skill power. I know the self-heal skill (overdose I think, if not adrenaline) will heal your shield.

    Yep
Pending how tanky you want your shield.
I think at 9k Stamina the shield hp is approx. 1.8 M , to add further hp , if you roll skill power on mask , knee pads and backpack this can get to 2.5 M hp
On my D3 Pve build , I roll EAD on mask and skill power on knees and backpack , shield hp is approx. 2.2 M

Hmm, so skill power does still affect it then huh. I don't remember why I thought otherwise but I had been rolling it off the past year or so. Granted it is usually in favor of EAD or CHC but I might have left it for my pure tank (only). I love the D3 for all things PvE. If I want to do something specific either in a hurry, or a low chance of failure that is what I grab. Recently, I did all the weekly HVT's for my 2nd account. So, I grouped my 2nd (weak) account and my main account. I then ran all of them with enemies scaled to two players, but only playing on one. Even the hardest, high risk one I was never close to failing. I don't know if I could do that with any other build and I have all to choose from, all fully optimized on 2 characters.
Generally speaking, I roll off skill and health. Exceptions are health for Nomad and skill for pure electronics Firecrest / tac and to a lesser extent Reclaimer.
