Never. As all black was season 5 event content. You can only hope that there will be a few events that bring something into the game again (I am quite positive on that). Or you check what pieces you can currently have and which ones are the most dark. On Rep 9 you can change at least the material color to black on all pieces. For that check your character customizations. Next to gender I think there is the option.
