I would fully expect S&B to make an appearance at 2019 E3 in a few months. The real question is whether or not we'll get any information whatsoever before then. We were originally told after E3 2018 that we would not get another year of silence... Well, it's been eight months of silence, so it's starting to wear a little thin...
While Ubisoft Singapore is the lead studio on this, the other studios are: Chengdu (a support-style studio that has also developed some mobile and casual games); Philippines (basically a branch studio for Singapore); Sofia (has worked on a lot of things, mostly handheld console stuff, including console versions of AC Liberation and Rogue); and BlueByte, probably the biggest name among S&B's "support studios" (best known for the Settlers and Anno franchises; they also did some work on For Honor, among other games).
