Save files are kept on your C: drive for Ubisoft games. There can be troubles with the data moving over especially if something like Windows Storage Spaces is in use.
Let me know if temporarily disabling Windows Defender, making changes to your save files, and closing the game allows for the setting changes to stick. You should then enable Windows Defender.
