PS4 players can pre-load Rising on the 24th. So you're actually just paying more money with no benefit afaik. However, did you know that for just 100 Uplay Points you can receive a 20% discount off your purchase?

Got my game for just over £16 loving the 20% discount from ubisoft.

It's probably just currency difference or a mistake. It wouldn't be priced different.

Just to add to the discussion, I checked on Amazon.co.uk it's actually the same situation over there.
PC gold version £33.99 as digital only
xbox/ps4/switch £27.99 for physical edition with the bonus stickerbook.

Although I often find phisical versions of games are cheaper than digital for whatever reason
