This started happening to me recently and I'm at a loss on what I can do to fix this. Below are the things I have already tried:
1. Uninstalled/reinstalled Uplay to a different drive - This will only work if I haven't installed uplay in the drive previously and Ghost Recon would only work once afterwards, it would just be stuck at the splash screen again.
2. Deleted the cache @ \Ubisoft\Ubisoft Game Launcher\cache
3. Verified the files
4. Set compatibility to Win8 for both GRW.exe and rungame.exe
5. Removed EasyAntiCheat_Setup.exe
One thing I didn't try is to revert back to previous Nvidia drivers and hopefully I wouldn't have to. No change in my hardware either and Windows 10 is fully updated.
My specs:
Windows 10
i5 4690
16 GB DD3
3TB HDD x2 (Uplay is currently installed in one of the HDD)
1 512 GB SDD
GTX 1080 (Geforce Driver 418.81)

Which splash screen, btw? Do you have the videos that come before the last GRW screen disabled, you know, by renaming them? If you do, rename them back and see if that was an issue. If you didn't, then rename them so they don't start up and see if that helps. Maybe there's some burp between all that causing you problems.

As for reverting back to a previous driver, if it takes less time to check that possibility than doing anything else or waiting for responses, I would do that too.
Things you can try:
do you have plays.tv installed? if yes uninstall it
are you running a VPN? if yes disable it
disable any unnecessary program running in the background go to Start/Settings/Privacy/Background Apps
also disable any unnecessary program that start with windows, go to Start/Settings/Apps/Startup
right-click on GRW shortcut. Then, select "Run as Administrator"

Hi! Thanks for the reply. As far as reverting to previous drivers, it's less about the time but more about performance with other games currently installed on my PC. I doubt it would have any drastic effect but I'm fine with the performance I'm getting from the most recent driver. Having said that, I did revert to the previous five drivers after my original post just to check
I was at my wit's end and what actually fixed my issue was I checked under the compatibility tab and unticked Disable Fullscreen Optimization then run the game not from Uplay but executing GRW.exe itself. Mildly annoying but I'll take it.
Oh and the splash screen I'm referring to is when you click play in Uplay and you get the small screen before it actually goes inside the game.
The tiny splash screen? Wow! That is way earlier than I expected and didn't (or wouldn't) even think about it since usually problems begin after that.
At least you figured it out, although not completely since you have to run directly from GRW.exe. Better than dead in the water, though. It's funny eh? Stuff like Fullscreen Optimization helps you in certain ways, then unexpectedly doesn't in others.
Regarding the driver, I hear ya. You get a driver that works well for you and it then gets difficult to want to let it go. At least this way, you don't have to.
