Where you start with the mission Department of Justice, opposite there is a big white building (3 doors, 2 of them are open) where you go to enter the 'The 1040' safehouse (10th St NW). If you enter this building, on the left is an elevator where you have to force the doors to open it, to get the 2 loot crates. There is some grass in the elevator.

In the elevator on the right that you can open, there's grass also.
