Long answer: Yes, this was established when Marching Fire came, with all the heroes of the Wu Lin faction being given names instead of a title like the previous heroes. The devs said that they were moving away from units (warden, conqueror and so on) and more toward people. Personally I agree with you that it is a poor decision. Earlier you could have matches with the same unit on both sides and that would be fine as they would just represent the same character type. With individual names on the other hand it will be the same guy on both sides. I personally does not think this was a positive or needed change for the game.

Giving the heroes names and backstories is perfectly fine, if the developers would bother elaborating on said stories. To the best of my knowledge, Vortiger is not featured in any story capacity in the game right now. It's just a name that appears on the title screen background to properly confuse players, since on the hero select screen, it'll say "Black Prior".
It's so annoyingly half-assed. Either commit to a story, or give us free rein, the middle ground is just lazy work that benefits no one.

Yes, every hero has their own name. they introduced it with a season 6 event and the 'cult of personality' article or something like that.
I can't seem to find the heroes' names except for the Wu Lin ones.
I recall Shaman being called Samhain (because I use that weapon set) and Centurion being called Octavius.
If you go to For Honor's official site and go to hero guides, only the Wu Lin have their names in it.
Shaolin: Wei Chang
Nuxia: Lin Yao
JJ: Guan Yu
Tiandi: Shidou/Ying
