So First of all i want to say The Division 2 is Looking really good from what i have played of the BETA so far, however last night the game was lagging really bad after 10 minutes of playing so i opened up Task Manager and noticed the game was running at 100% CPU Usage so i carried on playing for another 5 minutes to see if it would settle down then the game then crashed and i mean it crashed so hard i was not able to ALT+TAB or press anything so the only thing i could do was power down my PC. When i loaded the PC back up My Operating System would not load, so tried again and the same issue, so the only thing i could do was do a full PC restore back to factory settings which was painful to do, however fresh OS installed on the PC was running great again, so re-downloaded the BETA loaded it up and started playing after installing all the latest drivers, got into game and noticed the game was still running at 100% CPU Usage, so i went through all the settings from ULTRA all the way to LOW and managed to get my CPU Usage to between 93-98%

My PC Specs:

Geforce GTX 1080

I7-6700K

16GB RAM

Monitor ASUS 1440p 165hz G-Sync

My PC should be able to run this game on MAX settings with no issues and its the only game i have ever played on this PC that won't let me play on Ultra, I'v spoke to quite a few people from different Streams and also friends who have access to the BETA and they are all reporting High CPU Usage and Low FPS issues, please can we get a fix as i don't want to reduce my play time in the BETA or when the Game is fully released due to having to constantly keep an eye out on my CPU Usage. I am a massive fan of The Division having played The Division 1 on PS4 and PC and if this is the same issue at launch i think many players with be put off buying the game due to performance Issues.

The performance seems pretty arbitrary, it may work fine with the odd delta error or be totally unplayable to the point of causing system
instability or any where in between.

I'm on a very similar system to you but a 980 ti instead and have endless ctd with no error or the anti cheat having a heart attack
when it sees the games own files.

I'm not sure this lvl of unplayability is fixable in a month.

Yeah i have no idea why this is happening, like i said in the post, its the ONLY Game i have ever played on my Rig that runs at 100% Usage and on LOW Settings its around 93%
