Received Delta Error after completing White House mission cutscene. When relogging, mission was restarted, but the base of operations South Gate blocks the approach to the White House.

Reproducibility: Unknown (the bug is persistent)

Steps:
1. Play Intro White House Mission
2. Complete mission and view cutscene
3. Force Delta error
4. Relog into game
5. Observe mission restarts, displays Base of Operations Tip Overlays
6. Progress mission until secure south lawn
7. Observe wall blocking progression to South Lawn

Note: Killing all enemies does not clear the bug. Fast traveling to the White House is not available due to the active mission.
