I believe I have my issues resolved. I have been playing GRW for roughly 6 hours after performing the following steps with zero issues. I apologize if these have been posted elsewhere here, so here it goes. This is based off the steps found on the Steam Community Forums. Props to GZNK for these, which I have tweaked somewhat to provide some permanence and more detailed steps. Give this a try and see if it clears up your problems too...

1.) Close and exit out of BOTH Steam and UPlay clients.
2.) Verify that neither is still running in the background via Task Manager. If so, kill them.
3.) Right click on your Steam shortcut or .exe etc and go to the compatibility tab.
4.) Select the "Run as Administrator" checkbox, click "Apply", then "Ok" (Steam may warn you of unpredictable results using Compatibility Mode; click "Ok" as it doesn't affect anything).
5.) Right click on your UPlay shortcut or .exe etc and go to the compatibility tab.
6.) Select the "Run as Administrator" checkbox, click "Apply", then "Ok"
7.) Launch Steam and UPlay again, and login to both.
8.) On your Steam Games Library, browse your Ghost Recon Wildlands game files by right clicking on the game name and clicking "Properties".
9.) Next, click on the "Local Files" tab, then click on the "Browse Local Files Button".
10.) Finally on the pop up Explorer window, find "GRW.exe" and "rungame.exe", then right click each, go to the Compatibility tab, and select "Run as Administrator".
11.) Click "Apply" and "Ok" on each .exe when performing step 10.
12.) Relaunch the game.
This yielded the following fixes/benefits...
1.) Game load times are drastically reduced (like from 30-45 secs to MAYBE 10 secs at most).
2.) Random stutters/freezing and CTDs went away.
3.) Loadout screen no longer freezes at all.
4.) Overall gameplay feels much smoother (could be placebo, but meh)
Must be some kind of permission dependency on some of the code for the game to run. Hope this helps some of the folks here.
