I don't think there's any set rule on that. AI BLUEFOX's mention of the devs themselves being surprised an enemy took off on a motorcycle the player road in after his buchon fled tends to validate that. Anyone who's seen by 114 video guide on how to beat the game on extreme with no HUD or upgrades knows I tend to get things done quickly. There's no way "several minutes" had gone by when that passenger took off in the cargo vehicle. Once I discovered and perfected my Spotting/sync shot cargo tagging, my average tag time ranged from :30 to 2:00, and that's on Tier Level 1. And although I always shot the passenger after that one time where he drove off, it was more like 2:30 at that point. That reaction can happen pretty quickly when they see their buddies dropping like flies. What likely forces that action is panic, not time. The AI in panic state go into self preservation mode, and a lot of actions can put them into self preservation mode.

Passengers taking off by themselves would definitely be the exception to the rule in my book. In my experience, you're more likely to see glitches like double/stuck convoys rather than strange AI behavior.
My point is "strange behavior" is relevant to the conditions present. If you tend to play a set way, you won't likely notice it. However factors other than player action can cause AI panic. I've seen others here say they shoot the passenger as well because they've had it happen.
