From a game design POV, it really makes no sense to return the Casino to its former state, and even when you get the civilians to flee, they ALL return, as if nothing had happened previously.

IOW, what Bowman wanted to accomplish, doesn't take place ...

    Easily explained...

The coastal waters of Villa Verde are home to numerous species of toxic phytoplankton, which, when consumed, are known to be a significant contributing factor to the onset of anterograde amnesia, Alzheimer's, dementia, and other neurodegenerative disorders.

I wish Bowman had taken the time to read the WHO advisories.

Hummm. I am playing on XBOX ONE and using pistols and even shotguns the kill-counter remains in "Zero Deaths".

You're probably also landing neck/torso shots with the pistol. Aim higher. Use El Chido for quick repeats. Also, I know it's tempting, but, don't bother shooting the guitarist.

It still hasn’t been fixed I’m in the process of trying to do it now. I spent an hour last night and killed him with a pistol from 65 meters headshot about 20 times and changed bosses and it’s not registering that the challenge was completed . I keep killed El Chido with a 5.7 shot to the head and it doesn’t register JesusIsAlive83

I would think there's be many, many posts if it hadn't been fixed (i.e., use a handgun versus shotgun). Try La Santera from the rocks above; her head is all that you have basically as a target. Or try Jensen at the market from behind, where you can line up shots with just his head visible. I've done both, and I'm not a great shot by any means.

Mike is right, well at least on PC I know this is possible... I killed Carzita right on his house. Get rid of all his security and then he just waits for you inside one of rooms, grab him, take him outside, walk away from him 60 + meters and let him have it. The truth... thinking of the way of how to approach the mission is harder than the actual mission.

As the above three of us are stating, Jesus, you probably THINK you're landing headshots, but are IN FACT landing neck/torso shots. At that range with the 5.7, you need to be below the base of the front sight.

Joe (above) had the same problem of "non-registry", and after my post, hasn't updated, which most probably means that the "aim higher" solution resolved it as being a miss.
