There have been times that I place uc on a dougie and it doesn't work. I thought it was a bug but I'm wondering if the dougie just runs through the area of uc even if it targets him initially? Especially when there's a delay in casting it.

It's most likely because of lag, either intentional or just a poor connection of your opponent. I've UCd lots of Dougie's and never have a targeting issue. Uc is super fast so its unlikely your missing. You can UC satan before warcry because it's that fast to cast. It's been happening with lightning bolt too and that locks onto the target.
