I've just contacted Ubisoft support via chat regarding this issue, they are currently unable to provide any assistance on the matter. PC version.

Same here. Then again, that's the least of my problems with Odyssey.....

I have tried everything people said, getting max bounty, kill tons of Mercs etc. Tier S1 still locked for me. I was Lv70 and Tier 1 merc already before I installed the update...

@WahooNotaFish Some players have reported the S1 mercs spawn after defeating about 15-20. Can you give a rough estimate how many you've defeated after this patch?

Killed revealed mercs from tier 2 to tier 7, twice. Nothing happened, S1 still locked. Pls fix this.

I've murdered people in Lakonia to the point the nation was weakened and still no S2 rank 2 and rank 1.
