The Russia has the second most powerfull millitary on the planet. Rivaling america now for decades.
Yet if you look in the game, the american operators are far better than russian ones. And there is more of them too.
Valk, Blackbeard, Ash, Thermite, Pulse are all operators which are used alot in high gold, plat and diamond.
Because their gadgets are awesome, and none of them are 3 armor.

Then Russians have Kapkan which is above average, but just barely. Fuze, which is a meme, Tachanka, which is a meme and Glaz which yea. is stonger than most other
operators in the game, but he is a skill cannon, and he has a totally unique playstyle which might not apeal to everyone. Finka got nerfed hard.
And the nail in the coffin is maverick which, yes has a low-ish winrate overall, but he is a skill cannon and lets be honest - 3 speed awesome gun hard breaching gadget silent as ****. He is the best operator in the game atm.

I think it would be really cool if we had a few more russians - to mimic the cold war style competition which is allways between the two countries.
OMON - Russian special purpase police units (anti riots, drug busts - basically russian FBI)
or
FSB - Russian secret service would be great CTUs to draw from.

In addition I find it weird that the most advanced gadgets generally come from countries which dont have a world class millitary.
Alibi is from italy, Nomad is from Morraco, Lion is from France, and Ela is from Poland.
All of those operators have sci-fi gadgets which would be more fitting in the hands of Chinese, American or Russian millitaries.

I think personally Brasil is great design in this game. A poor country has practical low tech gadgets which get the job done regardless.
Another in game country I like is Japan. A high tech country with high tech gadgets.
And considering some of the weaponry Russia has revealed to have in spring this year. Its safe to say its time they get another set of operators which high tech gadgets, which enforce a more vanilla playstyle.

AND BUFF 3 ARMOR ALLREADY. Give them 130 hp. Give Tachankas helmet the ability to tank a headshot.

TL DR:
Russia has the second strongest millitary on the planet, yet weak and underwhelming operators with the expection of Glaz. No high tech fun stuff like Pulse or Valk. And only one good operator. While americans only have 1 bad one. Add OMON or FSB as a CTU.

1. Because of the role play aspect.
2. We have 2 spetsnaz ops which are ****, Kapkan which is probably among the best balanced defenders in the game and then Glaz which is a giant skill cannon and Finka is the most boring attacker in the game. Lame gun, low impact gadget and no special task to complete. The effectivness just isnt there.
If we see a Fuze and Tachanka buff instead of new spetsnaz ops im perfectly fine with that as well.

Techincally youre right. Spetsnaz is an umbrella term much like "US special operation". Puting in together in people from alpha group and vympel group is lame, and an unintresting way of doing it.
Russians structure their millitary in a diffrent way than Americans do. Puting together OMON and FSB is a mistake to begin with.
Puting Fuze from a classical special forces group and Glaz from a secret service type ctu is like putting blackbeard and ash in the same CTU because they work for the "special purpase units" of the same country.
Yes you can do it. Yes its techically correct, but using an umbrella term is boring, unintressting and a very limiting way of doing it.
