They are.

They cover 4 different aspects. From their Security side, they have El Muro and that American deserter. You have two ex military guys. Just think how many gun suppliers they got.

Bolivian government may have put their hands in due to corruptions. As we can see, there's no police or army. Instead, we have Unidad special force who vowed to be the security but instead they turn their back for the sake of the innocent victims.
