Why do the weapons need to be tiered such that the "starting" weapons are inferior to those unlocked later? Could they not be closer to equal according to each weapon's individual statistical characteristics (eg. muzzle velocity, kinetic energy, weight, muzzle rise etc)?
If the looting action is to be continued in GRW2, there should not be such a drastic difference in damage done by the same caliber weapon, as there is now. The differences should be in the overall handling of the weapon and it's weight affecting the character.
