Once you reach Tier 1 & have done all missions you still get tier points for no reason so why not be rewarded with resources instead when you replay missions & weekly challenges so you can upgrade your weapons. It gets boring to just attack convoys all the time.
That way you would have a reason to play the missions again if you get something for it.

Can't recall him being specific as it relates to re-playing the campaign at Tier 1 however.
In his recent solo 3 challenge regarding NPC kills, I'm assuming he just got confused at that moment in time.
I suppose it depends whether you're replaying the campaign on Tier One Mode, or replaying it on Tier level 1. What I mean is as long as you still have tiers to advance, you're still getting resource rewards every time you advance tiers. It's not a whole lot though.
SgtNickFury says a lot of things, like how to survive a challenge by spending a ton of time ordering big trucks to stack up like you're running a friggin motor pool, just so you can stay in their safe cocoon and never fire a shot. Some, no, many, might say that's kinda missing the point of "challenge".

You do however get some resources when completing weekly missions which I obviously use to upgrade weapons.
Which is why I said you need to specify whether talking Tier One Mode, or actual highest Tier. This is why I always refer to the latter as Tier Level 1. Also, it's been a while since my grind through Tier levels, but I thought a certain amount of resources were part of every new tier reward. To be clear I'm not talking about Ghost Mode. At any rate, like I said it's not a very significant amount, and I honestly don't know why SNF even said it.
Tier 1 is Tier 1 as in as high as you can go in lvling.
How hard can it be to understand when I say Tier 1 with End Game as the headline.
Once you reach top lvl & finish all missions there is nothing left to do but take out convoys to get resources so you
can upgrade your weapons.
For example in The Witcher you can play the game again with all your gear you have gained.
In Wildlands you can't really do much so why not be rewarded with something if you play missions again.
It's boring to replay missions or attack a base when there is ZERO reward.
In GRW one answer is to start replaying the campaign missions when you get a character around Tier 5 or so, if it's important to have some reward for doing them a bit differently as you head towards Tier 1.
I can see doing a Tier 1 character run of the campaign again just for the sake of doing so at what would be the hardest environment you will face - plus most likely have all your skills available. I consider that a reward.
