Course it will run - how well is another question.
Are you talking the original Titan or one of the more recent Maxwell or Pascal Titans?
Off the top of my head the original Titan will run the game at 1080p with a mixture of medium and high settings at 60 FPS while the Maxwell Titan manages 1440p with a mixture of high and ultra settings at 60 FPS.
Be assured your card will run the game at high settings with more than 60 fps at 1080p. You might have to tweak 1 2 settings at most.

Recommended video card is gtx 970 for the division. According to userbenchmark website both titan and gyx 970 have similar performance. Sorry I mistakenly thought titan is a mordern gen card.

I ran 980GTX in SLI at 4k. It would maintain 30fps except for when there was a LOT of fire going on. They handled gas and other effects just fine but would choke my FPS when I ran my Firecrest. I had most settings at medium, but a couple on low. I prefer higher resolution, even at the expense of the other settings.
Ironically, in the same exact computer, I dropped in a 2080ti that I got for a new build and while the FPS doubled, microstutters were horrible. I haven't really done any troubleshooting the issue (nor will I since the last part I needed for my new build will arrive today).
