I’m slowly deciding on whether or not I want an XBOX ONE X or if I want to build a PC, but I have a good couple hundred dollars invested in the Ubisoft store on DLC on the XBOX ONE S and I want to know if all the content and add-ons I have purchased is attached to my Ubisoft account and can be transferred between consoles or if it can only be played on an XBOX

Console to console, yes, so Xbox One or S to Xbox One X won't be a problem.

PC is a completely different copy of the game though and you'd need to buy a new copy of the game and DLC and season pass and anything else, as there is no sharing of content or even progress. I do have both copies, one for Xbox and one for PC and there is no cross platform functionality.
