Zoom all the way out to the Buchon web. It'll be there.

Zoom ALL the way out to the Cartel Overview screen and you’ll see it.

Zoom out until you get the chart showing the cartel structure and buchones.

There's a new Future Soldier symbol at the bottom centre. Access the missions there.

    1. Go to your Map.
    2. Fully zoom OUT. That will bring up the Boss Map. Silent Spade will appear bottom-center.
    3. Place your cursor over Silent Spade.
    4. Press whatever input is shown to bring up Missions (ie. RMB on PC).
    5. Place your cursor over your desired mission in the op.
    6. Press your fire input (ie. LMB on PC)
    7. A prompt will pop up confirming you are about replay your selected mission. Acknowledge.
    8. Exit map.

If you fully zoom out, there is NO geographical map that you can interact with. Zoom out FURTHER. It will switch to a hierarchical map of the SB cartel.
