As far as your hatred for Nomad in general (and hoping for an outcry): The game is what it is, and it's not going to change now. No one is forcing any of us to play, so I say "if you can't beat `em, join `em" for as for why I wear Nomad. 2/3 of the players I come across are, so why would I put myself at a disadvantage? It's just a video game. Entertainment. A pastime. Refusing to use some "advantage" it provides based on some principal you think you are standing for is a senseless endeavor that proves nothing.

What's the point of even playing PVP for you anyway? If you win its ONLY because your cop out set allowed it. Why do you even play anymore? Maybe the ONLY reason you play is because you can finally win with your pacifier set. Dont worry though. Calm down children, we do not need to get grumpy because of the game. Yes, I do think that Nomad is a BS gear set. No, I do not think it is the players fault for it being used (blame the Devs, they ruin everything).
As to the original question, I do not use Nomad much.... maybe an hour of time at most. On the few occasions I did however I was even more unlucky than most. My Nomad did not proc at all, I mean I went insta down without the base proc or signature ever going off.... I had it go off in a Legendary once or twice but right back on cooldown. Only once did I ever get 2 procs in a row.
On the fact that Nomad is more "Cheating" than other suits the way I see it is this... After 2.4k hours of gameplay IME Nomad users are usually solo or at most a pair. Players that go into the DZ with the INTENT of going Rouge and playing to get manhunts are usually groups of 4. If I had an 8k Reclaimer with me at all times I wouldn't use Nomad either I'd likely go Banshee or Pred as I have many times in groups. But then there is more at play in the game than just "A Nomad".
If you know how to use striker correctly you WILL have double the dmg hitting your opponent. Nomad comes with zero dmg buffs, so when I have on Barretts Vest and I come across a striker I wonder how its justified that I am cheating in some way, IMO the striker just isn't very good with they're gear set as a good striker would melt my Nomad even if I was lucky enough to have my first triple proc. Also there's D3, at 10k stamina with a crit build and a House at the realm I could have 6 nomads and be lucky to survive if the D3 knows how to move right. Not to mention that once a Nomad has gone you have a 4 min cooldown, a shield or strikers stacks is back in seconds!
I think that they all balance out quite nicely and often find that the people winging about Nomad are the players that are too used to melting solo's or pairs in a well rehearsed group of 4 then cry when someone gets a lucky kill or 2 with the help of a Nomad.
Worth saying too, to get a Nomad able to do real dmg I have to loose out on everything else a Gear-Set has to offer, my skill cooldown is crazy slow, I have no EDR what so ever and my skills are about as powerful as a watch battery. And yet somehow even with no nomad's luck in a pair I have some kind of huge advantage against a group of 4 ? ? ?
f you cant kill a striker while wearing nomad after even one proc with the 60% damage buff and constant healing that comes with it then you just need more practice at the game.
The notion that damage output by nomad players is low is also simply false. I have met PLENTY of Nomad crutchers who somehow melt through 500k.
Also the notion that Nomad is justified because of rogues or because of 4v1 or whatever is also stupid. Nomad shouldn't even work in PVP at all. It would be a great PVE set but has destroyed the game as far as PVP goes.
