If Blood Elf Bebe were to have her damage reduced, she shouldn't also have a cost increase as she won't be able to farm HP from Chicken Coops or assassins anymore, solving the scaling problem, and forcing her to be a much more position oriented unit.
A base level 5 BEB doesn't 1HKO level 3 chickens, only similarly leveled assassins and swarm cards.
Level 3 epic assassins like Hermes Kenny and Choirboy Butters take 2 shots as well. She wouldn't be worth using if her damage was nerfed too much, HP scaling isn't nearly as important as the ATK scaling
Currently BEB has 98 ATK for base level 5. With 109 ATK max level 5. That one shots every level 7 swarm unit. And two shots every equal level Common assassin. Plus she'll two shot a base level 4 Epic assassin.
As for her health. Base Level 5 she has 256 and max level 5 is 286. Add to that with every kill she'll heal plus add 105 HP (base 5) to 136 HP (max 5) to her pool. Not including her health pool bonus per kill. That's higher than many Rare ranged units.
Even after a decrease in damage to something realistic. She has the potential to hit Epic level HP's. This is my reasoning for why she's still a good card even at 4 cost. Do away with the health pool increase and just make her kill do a straight heal. With the ATK decrease. Than, yes I could see that as a 3 cost Common.
