Very high CPU usage(basically CPU bottlenecking) on a 7700HQ, GTX 1060 laptop

Hi al! I know multiple threads have already been posted on this "High CPU usage" issue of this game but frankly I'm at my wits end right now.

I have a laptop running on a quad-core 7700HQ and a GTX 1060 config. This config till now has had zero issues running any AAA titles, even keeping 60 FPS stable with the latest MHW on high settings.

Then i met this horrendous nightmare known as GRW. And god, the performance was so bad. At default high settings which was what the game set for me when I first installed(and then reinstalled three times), the game was close to unplayable, with frequent framerate dips between 35-60 fps. I never actually managed to maintain 60 FPS at all. CPU usage was consistent at 88-100% while my dear GPU was happily idling at 50-60% usage. Setting to medium-high settings led to CPU usage spiking to 90-95% again, causing the FPS to dip into the 40s. Which is plain ******ed. Is this game that badly optimized or should I be worried that my CPU's having issues?

I dropped the settings down to low-medium across the board and basically zero change in the fps other than a incremental jump to 50-60fps steady, with less frequent framerate drops but CPU still throttling at 80-90%, temps high as hell while my GPU is so. Damn. Underutilised. I'm so confused here. This game can't possibly be THAT demanding, no? I run a quad-core 7700HQ coupled with a 1060 and it can't even run GRW on high? I can run witcher 3 on ultra at 45 FPS stable, and MHW at 60 fps on high stable, so i'm really confused here.

    TLDR:

    System specs:

    Intel i7 7700HQ
    GTX 1060 6GB Full, not max Q
    16gb Ram 2400MHZ

Can't run GRW on med-high or high smoothly at all, CPU throttles to 95% usages for god knows what reason.

Another interesting point I noticed that MIGHT point to my hardware becoming faulty: I noticed my CPU usage for MHW and Witcher 3 is now higher than before(a month back) where previously, CPU usage would barely hit 15% on both games. Now CPU usage on both games(MHW and witcher 3) hit at least 50-60%, although i see no change in performance(FPS is still steady, just that the CPU temps are much higher, but within acceptable range). Could there be a degradation in my hardware that's causing my CPU to be overutilised?

Problem solved. Game was a piece of crap that's so badly optimised I'm better off going back to CS GO. Off to delete this game, thanks for the help guys.

Hi hiomachi. We apologize for any frustration regarding this game. If you could submit your MSINFO and dxdiag files on a ticket, then update this thread with your ticket number, I'd be more than happy to investigate ti for you.
