There are challenges to use them sometimes. XD

Plus if one wishes to follow the story line, one should be used in the second part of the mission to frame El Way.

If we could shoot bean bags out of them to stun people they would be great for some of the capture missions or the intimidate rebel missions.

Aside from that shotguns are great if you are doing seek and destroy in jungle environments, and either don't mind or even want to go loud. In other words, very limited usage.
