Ok so I haven't played since the first incursion launched. I left primarily because all the best loot was gated behind the dark zone, and that was full of griefers.Other issues I had were constant bugs, a purely SMG meta game, and lack of any real need for classes other than DPS. I was thinking about coming back and checking the game out since Destiny 2 turned out to be hot garbage, and a lot of people seem to be of the opinion the game is in a really good place now.
If anyone has time to answer these questions that'd be great:
1. Do these issues still exist?
2. Is it possible to be a purely PvE player these days, or is the Dark Zone still required?
3. Are the expansions required to get a full sense of the state of the game?
4. Are there any pay2win, lootbox or microtransaction based mechanics and how bad are they if they exist?

The game now has 6 pc Classified Gear sets , plus Exotic weapons and gear items
No need to enter DZ to grind for gear
Legendary missions , Global Events( Outbreak happening right now for a week) ,Weekly Caches Phoenix Credit Caches , LZ Bosses Are a Good way to get these items
An SMG Exotic called 'The House' is arguably the game most OP weapon along with AR's
Yes the game still has bugs/glitches/hacks
Expansions need to be bought but are fairly cheap now the games has only a few months before TD2.
Last Stand =PvP ,Underground= PvE , Survival = Pve or PvP option
Microtransactions buy you only Vanity items

The other two summed it up quite well, but I will add that many new or returning players find that doing the ~Wave 10 thing in resistance is arguably the quickest way to get decent classified gear. I was a day one player and now have over 2k hours in. I honestly am surprised I stuck with the game because at first, I am not exaggerating that I could NOT get through a mission before the game would crash. Each patch fixed a few things, and occasionally broke something else but by at least 1.5 it was pretty stable and reliable though I do still get occasional Delta and Mike errors to this day.
If you want a team mate to show you the ropes Resistance, just add me: Bambihunter1971 and we can run a few runs. It is fairly easy once you have the basic structure down.
