Same thing for me on iPad just updated to iOS 12 and all stroke on white text is gone on iPhone is ok but on iPad no stroke on all text anymore

My sister has the same issue on her manta phone (i know that you propably don't know that brand),while I have a different model of that phone and have everything fine.
