I just bought the division 2, here is solution;
go to ubisoft store page,
add to cart you game,
and go to ubisoft account page,
delete billing adress in your account,
then come back store page and click checkout section,
probably you will see your old adress in checout section, check your city part in your adress,
and checkout
that is.
