I feel your Pain. Sometimes it's impossible to start a War, just because those Unidad Basterds dont want to join the Party. And if you don't want them to take part they'll arrive in Dozens for sure
However, it's important that they can see you several times. Don't kill da Chopper. Raise Alert Level first.
I forgot one thing: Don't use Rebel Reinforcements. Due to that STILL EXISTING Vehicle DMG Bug they blow up every incoming Enemy in no time.
