    I found the Sheriff's Derpartment/Fire Department/Lot's of other stuff

The 2 burnt down buildings in Fall's End are the Fire and Sheriff's Department. The 5 homes in Fall's End belong to each LEO, and the 6th home is just Mary's home cause of the Widowmaker photo. Am I correct Ubisoft?

Who lives above the Spread Eagle?

Presumably it was the owner - Mary May's father.

Although it could also be the other way around, and Mary May lived above, and the house was her fathers.

I've had another look at Fall's End, and I'm pretty sure it was her father who lived in the house and Mary May lived above the Spread Eagle. Mainly because of the answerphone messages, amongst other clues.

The message in the bar is left for Mary May (which hints that it's where she lives, otherwise why would he call his own number to leave a message for his daughter?). And the one in the house sounds more like it's a buddy of her fathers.

There's also a couple of feminine touches to the Spread Eagle, such as the flowers outside and the wine/glasses on the balcony outside. And the place is relatively clean and tidy.

Plus it makes more sense that the older guy would own the house and he lets his daughter live above his bar.

Sharp eye! Never noticed that myself.

What I've always found weird is the the concept of a 5 person SD (I'm retired career LE/CJ/HRS). The one horse village I live in has a PD that's easily 4 times that size. Our rural, agricultural county (42,000 population) has an SD Jail operation of 12 full time and 6 part time all by itself + the SD Road Patrol; Sheriff, Under Sheriff, 25-30 deputies. Then we have at least three other villages in the county with their own PDs.

Hope county has a Jail out in the middle of no where (I guess it's supposed to be the Admin Center as well), there are no SD/SD SWAT patrol/tactical vehicles in evidence anywhere, and no deputies, or even evidence of deputies (assuming they wigged out and joined the PEGis).

Tbh I find this theory a bit unlikely... The games lengthy intro cutscene seems to imply that Burke is an outsider and knows very little about the Peggie situation (so he probably doesn't live in Fall's End, or even Hope County at all).
Plus, surely there wouldn't be a town where every resident is a LEO except the people who run the local bar.

Also, I don't see any evidence that the burned out buildings are police/fire departments. They just seem like regular homes. Unless I'm missing something?

Another mystery is that there are numerous news articles around Hope County referring to an explosion in Falls End, although I haven't been able to figure out exactly what exploded or why. Obviously this MAY have something to do with the burned out buildings, but I haven't found any other clues about it.
