The ability that the Canadian Devil has would force players to run those themes because of the sheer energy advantage it would give it's users. If a player drops Energy Staff, Hermes Kenny, and Canadian Devil, they WILL win that match unless the opponent is running the same thing.
It would also force people to have Purify in their decks, as Shaman Token doesn't purify the NK, only played units, so that would only enforce needing Mystical in the top tiers even more.
Another solution to the problem would be to shorten the ability to 10-15 seconds, and give a second ability, negating additional energy gains from all sources other than passive energy gains for both yourself, and your enemy for the duration, so as follows:
Warcry: Enemy Cards cost +1 energy to play for 10 sec. Allied and Enemy sources of energy regeneration are negated for 10 sec.
