Having the same issue here. Created a support case and have been working with tech support. Been effectively telling me its my pc and go through all the usual driver/memtest/hard drive stuff. Going to upload a video shortly of the benchmark

That is exactly when the fps drop on my system is happening. When I run the benchmark and the guy with the paraglider passes above.

Been fighting with support for over a week now. Faced considerable downtime on my pc thanks to the geniuses at tech support. Nothing fixed, changed or solved. Just being sent repeat info from a script it seems. Really appaling the whole process and treatment of long time customers and fans. Not to mention absolutely squandering a chance to work with someone who can offer REAL tech support and do it FOR FREE TO HELP FIX THIS FOR SO MANY OTHER PLAYERS. Guess not. Maybe just run another pointless memtest instead. Perhaps its those three pesky startup apps. Oh wait, it isn't. Its your broken and unoptimized crappy console port. Hence why Ubi is giving out copies for free. Posting my whole communicae/findings/problems via YouTube/reddit. Stay tuned.

I have large frame rate drops and when benchmarking, all frame rate drops are in same places, and frame rate graph looks almost identical.
It seems to me that there is an issue with AMD Polaris GPUs with particle effects.
Whenever there is some use of particle effects like snow, mist, fog - frame rate drops substantially.
Things that I have tried today and didn't solve the problem are:
- different GPU drivers
- overclocking or underclocking (CPU, GPU, RAM)
- returning stock settings of GPU, CPU and RAM
- lowering quality to lowest preset
- enabling shader cache
- disabling shader cache
- Changing or disabling AMD profiles in Radeon Settings
Only thing that can help is lowering Pixel render scale from 1 to 0.5 which effectively ruins the graphics of the game and doesn't utilize GPU at all.
My specs are:- Windows 7 SP1
- Intel Xeon x5680 @ 4Ghz 6 core/12 thread
- 12 GB RAM - DDR3 1600 Mhz
- AMD Radeon RX 480 8GB
- GPU Driver: 19.5.2 Adrenaline
- 480 GB SATA SSD

Try to play the game in "borderless" mode, instead of "fullscreen". I had those FPS drops too but this somehow fixed it for me, for now at least!

Vsync fixes the problem
I tried playing in borderless, after reading N0mad_1's suggestion, but with no success.
Turning on VSync on the other hand, that fixed the FPS drops completely. 
Not having a 144hz or higher monitor, having 60 fps locked is a luxury compared to weird framedrops and 100 fps at other times.
I can even run it in High/ultra settings now without framedrops.
My system is also an AMD system (Ryzen 2600x | Rx 580), so I hope this can help some people!

Nevermind
Disregard the entire post above. I might just have hit 10 minutes without framedrops.
Neither borderless or any other setting seems to fix it.
