I don't think borderless fixed anything for me. V-sync either.
As I said in the previous post, it seems to be a problem with some sort of particle effects on AMD Polaris GPU-s.
I am absolutely certain that wind or fog effects are the main cause of frame drops (in benchmarks smoke from paraglider );
For example, race called "Silent Valley" in Alps WAS the place where i get massive frame drops:
on the start of the race, where there are a lot of wind blowing snow effects and
regardless of settings, either LOW or ULTRA get frame drops to ~22FPS .
After a couple of minutes, weather got better and sunnier and there were no wind effects
and I got almost steady 75fps on ULTRA (V-sync on 75Hz monitor) with no frame drops below 65FPS !
Temporary fix would be to add a toggle that disables these weather effects like wind or snow.
