There are some features that I would like to have back from previous DLCs:
From FALLEN GHOSTS: Armed drone, Los Estranjeros chopper camouflaged paint scheme and Phobos crossbow.
From NARCO ROAD: Llama byke, small chopper paint scheme, all airplanes (duster / acrobatic). "No" backpack option.

Let’s not forget the Fallen Ghosts knife.
Probably a number of these have been asked for. Some many times, but it’s always worth adding your voice. It seem Ubisoft have listened to a number of requests already so I am hopeful that at some point the options for crossover will open up.
It makes sense to isolate features to a DLC for a period of time. It gives it a unique selling point, (or at least an attraction in the case of an update. Like Ghost mode), but in the long term adding all these features, items, is a way of expanding the core game and improving its longevity. Or at least that’s how it seems to me.

Personally, if you’ve purchased Narco Road, I think all of the new vehicles should have been added to the main game, as well as a toggle in the Options menu to change the default BMG to the Narco Road BMG.
As for Fallen Ghosts, anyone who bought it should have gotten in the main game all of the following:
-All new Skills
-All new Drones
-All new Side Missions
-Knife
-Los Extranjeros added Unidad bases and to Level 3 & 4 Unidad Patrol Levels
-BMG option
