I'm pretty certain that there is no system that would fix everything 100%. The idea is that the current match system for PVP is very broken and exploited. It would be nice to get something that punishes intentional de-ranking. It's just how does one determine who is de-ranking. Than how do you discourage people from doing that.
I looked at your suggestion Armageddon. Honestly it doesn't really fix anything outside of Legendary. Which is really where the majority of de-ranking occurs. And than at that it punishes a person that doesn't spend money to upgrade their cards and advance up the tiers. Either that, or they don't possess the skill to advance through the rank tiers, and would get punished for that.
Trying to get a system to work with skill level is just way to easy to exploit. It can't be do easily or effectively. Facts are facts. Yes it would really suck to blow hundreds of dollars on cards and than get less on the locker loot, because of the learning curve. About the only suggestion that I have for that is this. Use the current locker loot system till say silver shield level 34 (for example). Than once you get past that implement the system that I first suggested. This way you can still get good rewards while building your skill. I just picked level 34 as an example. You could adjust when it kicks in to whatever is suitable. There needs to be some incentive for people to want to play others of equal or higher level then themselves. Until the current system gets overhauled it's way too easy to reap almost equal rewards for much less effort. Not to mention weekend events. Well any event really, but especially those. There needs to be a fairly large incentive to progress up the ranks and play people closer to your level.
It would be really great if the system matched you to someone with the same level NK and same level cards. Problem is you could very possibly be waiting days for a match. I have high doubts that waiting very long for a PVP match to start would appeal to anyone.
