Fast Travel means insantaneous only in the real world, in the game world the appropriate amount of time passes for the distance you are "fast travelling".
This should be clear from the change in the time of day.

I've found in most games they actually overcompensate, as I can usually travel normally in less game time than what passes when fast travelling the same distance.
