I'd be okay with a grind to get the perks you want if all perks were available to every hero (it's not like they make much difference anyway). What I'm not okay with is the zero compensation (okay, 5 crates) when the system was rolled out. And I'm not okay with there being ZERO effect if you upgrade the gear. You can get 3 perks active without ever upgrading or refining gear, so what benefit is there to upgrade/refine? There needs to be some benefit (we didn't upgrade gear to 180 ref2 for zero benefit, but the transition renders upgrades and refining useless)...refund us or fix this so upgrading/refining actually does SOMETHING! Possible fix to perk system allowing more varied builds with all perks available to all heroes.
First nerf all perks to 50% of current value
Make each piece of gear have a single perk on it. If two pieces of gear have the same perk the value stacks just that one time. This way a player could easily acquire many various perks, and could build for three strong perks, or a more versatile 6 weaker perk build. Or 2 strong and 2 weak perks. Balance would stay overall the same. Builds would be more diverse, and customization would be drastically increased.
Additionally as rep and gear rarity increases a unique to each class 3 perks could become available ( one at rep 2, one at 4, one at 6) thus repping a hero has a small benefit to customization options.
*side note* some perks are kinda awful and should be buffed or changed. Like the critical health damage resistance. Bastion etc.
