Tier 1 is not some hidden difficult mode that Ubisoft sprung on you.
Ubisoft was very clear in what it was presenting to its player base.

"The idea behind the Tier system is to allow our strongest players to go beyond what the game currently offers in terms of a challenge"
The base game had a max difficulty setting of extreme, so Beyond Extreme" should be a clue on what to expect.
Stongest players are those that find extreme difficulty not a challenge.

That's right tier 1mode is Harder and Deadlier then the max difficulty level of the existing game

from its inception Tier mode was designed for the"Stongest player" and to go beyond the current games maximum Challenge level.

Ok. Sorry if I was misrepresenting what you said. I think we’re all on the same page that there are different ways to enjoy playing this game. I also totally agree that there are a lot of aids in this game that can make impossible sutuations easy - in teir mode or otherwise. Lets be real. Tier mode above anything close to 35 is a joke. Around level 20 the NPCs will aggro and one shot you before you can ADS on them. There is no combat. It's just wiping the floor while stealth, one shotting everything until you slip up, get annihilated, wait to get rezzed by your NPCs, then struggle through the rest of the fight by calling in... more NPCs. As the OP mentioned, this not the intended design of the game.
No problem, happens often with text only discussions. Like I said, I'm playing Extreme with no HUD or upgrades currently, and I mean zero upgrades. So far I've gotten through all of Itacua and the first Ocoro mission. So far it's been smooth sailing, but of course I expect it to get much harder. I'll probably post them when I get the first 3 or so provinces done. The many of us whom have beaten the game on Tier One mode, and even beaten it on Tier Level 1 could just as easily say, let's be real, if after playing it on Extreme you can't manage to either avoid alerting them with all the gear you have access to, or at least know how to lose them when they come looking, you're not very good at stealth. It should be a clue to anyone playing the game you are given all those stealth tools because it WOULD in fact be suicide were you to be tracked down by enemies well trained that heavily outnumber you. This is the way it is in real war, just ask Marcus Luttrell, he was very lucky just to survive. The only time you're going to see the silliness of Uzi snipers is if you do something stupid, which the "Strongest Players" as mentioned above, are pretty good at avoiding.
I kind of wish Tier One mode was a little more thought out, like instead of just making enemies have supernatural accuracy, detection, and health change up the mission structure, like do X mission in under 5 minutes without being detected to get bonus supplies and Tier Points, or you only get supplies if you don't destroy convoys. Stuff that would make the game more challenging, without making it unfair.
Also, I think it's way too grindy. I've never made it past around Tier 30 because I run out of stuff to do naturally in the game, and I don't feel like farming the same missions over and over again to unlock a weapon and a few cosmetics.
Right now the only way to really play Tier One effectively is to engage from a long distance, because CQC gameplay will get you killed instantly. How is that supposed to be fun?

I’d rather they put out daily challenges that award credits for crates. Make them available at all difficulty levels.
Obviously the amount of credits would increase with difficulty and bonuses could be given for solo, no hud etc.
That way players that don’t like the Tier system still get rewarded for playing.
