I may have misread/misinterpreted but I thought if you completed all solo packs in the event you got Mr. Hankey.

I haven’t received it and have completed and opened all solo packs.

I never saw where Mr Hankey was guaranteed. I certainly didn't get him

Hello!
There was no guarantee for a copy of Mr Hankey this weekend. A Legendary card will always have their chances of being found raised during an event that highlights them, but they are never 100%.
