First i will tackle rewards. The issue I have with the rewards is that they are so lack luster I am sure most players will have equipped better by the time they hit level 30. Their needs to be more "shiny" or uniqueness to the rewards. For example the Apple patch - tier 1 basic apple, tier 2 should have some metallic shine, tier 3 LED/glowing effects, tier 4 could change into a hologram like sticker and depending on the angle could switch from a glowing apple to a blinking manhunt to a fiery phoenix. The Flag trinket could follow a similar pattern. Currently the emotes and skins are the boring, never to be equipped, type that just offer nothing worthy of display.

I would have a few simple changes to the shields, like increase the commendation score to 4000 or 4500. 3000 does not really require any effort. While I would say to put it at max is a bit extreme given that 90% of the stupid things were not retroactive and I already played 2000 hours when they came out only to not get credit..... BS. The DLC related SHIELDS are just simple boring "play me" filler. They should be something like (In solo survival extract with the highest cold rating and highend gear in all slots and mods) or (in solo survival kill 3 hunters, in one session, using only a pistol)

As for making my own shields, That would be rather sadistic to the majority of the player base. However I would like something simple like collect all masks and get a Hunter backpack plushy. Also something for the more hardcore like Solo 3 legendary missions without repeating gear set bonuses. For the truly zealous, using only high-end gear complete all Legendary missions without any players using the same non-signature skills or weapon types. Heck, even something like collecting all the intel or finishing the secret mission could have been good fits too.

Maybe the best shield idea.....Make a new character to lvl 25-29 and play 20 hours in the DZ 25-29 bracket. Could also be more involved and fun for the community. most players agree that the game was better before sets anyway. why not encourage them to go back for a little.
After levelling all 4 characters no I'd rather not have to delete a character again and play through the same old stale content just to complete a shield event. using only high-end gear complete all Legendary missions without any players using the same non-signature skills or weapon types would be good and a change from the normal gear everyone used. But to be fair everything that is said now. The devs should really think about and use in d2 for new commendations, shields, or even monthly special challenges whatever they might be planning.

How about a Division 2 Reward for the hardcore players who completed and collected absolutely everything in Division 1: 100% Commendations (reach max score 5365 incl. the Global Event ones) + 100% Shields + obtain and fully optimize all available Classified Gear Sets as well as all Exotics (one of each Weapon and Gear type) + Max out your pouch - have at one point all mats and currency max'd out (excluding DZ funds, Dark Zone keys and Premium Credits)?!

Imo there's no need for 'Get to 5000hrs of playtime in 100hrs' or 'Complete all Legendaries/Incursions within 5 1/2 minutes solo using Emotes only' sort of stuff..the Commendations we already have are challenging or tedious enough. I agree though that some of the Shield ones could be a little bit more spicy, but again..no need to get over the top with requirements here. Eg something like reach and complete wave 20 or maybe even 25 (on WT5 all 3 Resistance maps) would've been enough. Just my 6 Cents here...

I appreciate a lot that you actually ask this question. I'll try to keep it short, as I don't think that the Shields in general (rewards, time frame etc.) are a bad design. What I think the Shields do lack is a challenge for the real veterans:

As I stated before, the Shields were meant to be to mark you as a Division veteran in TD2. For completing veteran tasks. While I do see the necessity to offer Shields and thus rewards that also new players can achieve, the Shields now simply lack what most veterans expected them to be.

There are tasks already within the game, that beat the tasks offered by the Shields by far (some examples, ascending difficulty): flawless underground in a group, flawless legendaries and incursions, some 'certain weapons only' and 'certain skills only' commendations of GEs

Also, there are some commendations that demand perseverance and can only be achieved by a player who invests a lot (collecting credits, kills, seek and destroy). While I do not want to say that especially those commendations were a lot of fun, they at least serve the need of separating the boys from the men.

    To sum it up:
Currently, the Shields are mainly easy tasks that can be achieved by basically every player. Even ones starting a few weeks before the release of TD2. There are no tasks that really can be done only by the veterans. There simply is no satisfying mixture of difficulties – some easy Shields, some tougher ones for experienced players, and some Shields that will take you weeks or a huge number of attempts to complete.

And my main wish for improvement, which could be installed in the architecture of the Shields and commendations:
Make the commendation score an overall score for TD1 and TD2. Let the veterans carry over their hard-earned commendation score from TD1 to TD2. THAT'S what makes a difference, not the Shields. Plus, you also add another nice appeal for active agents to play TD1 more often. And for new agents, joining with TD2, to buy and play the predecessor.

The Shields need to be more challenging! As mentioned above, they are designed for Division veterans. For example , the Survival Shield. Survive 5 hours, kill 5 hunters and extract 5 items. That is ridicoulsly easy - even for averagely experienced Survival players. This Shield is a good example: instead of being a challenge for the Survival fans, it can be done by each Division player. As if the devs thought, "Oh, Survival is not very popular,. Let's make it particularly easy so that the non-Survial players can get it quickly and move on. Better disappoint the few Survival fans than to annoy the Survial haters" It is the Survival Shield, if you don't like Survial, don't do it. The Shields and commendations are not a obligatory. The rewards are mostly vanity items. I was not a big fan of Skirmish and had to get used to it for the comms. If you want to reach max score, you need to do all game modes. It is up to you to decide if you want to get it or not. The Shields can be done only by playing the different modes. Complete 10 phases in UG, for example, why not complete 10 phases flawles/solo (WT 5 of course) or only with Tech Wing skils (as in case of GE comms). Or in case of Survival, Reach a max score of 30.000 in a group, clear all DZ landmarks, survive more than 2 hours, get the points for time-sensible materials etc. One of my favourite comms/challenges was the "Clown's Mask achievement. This required real team work, particularly during the first Assault GE when we had no classy Nomad. In case of the Rebel Shield, I think "Playing all three Resistance locations in WT 5 up to wave 20 or 25 would be a bit of a challenge, but not too difficult.

first, we get 1 shield a month in a period of time where no new content is being released for the rest of the games life.
Secondly, the shields we get are very very very easy to complete.
Third, the rewards of the backpack attachments, weapon skins, patch, and emotes are kool but the specific ones we get look really lame.

solutions i think would be superior
first, instead of 1 shield a month, there should be 6+ shield commendations per month, each more challenging than the last.
Secondly, they should be more challenging than normal commendations.
Third, the rewards for division 2 should be way kooler than a usa flag or an ugly apple patch.

some examples of what i think would be kool.
completing all tier levels up to and including 5 will give you the shield patch.
each tier of the shield is more challenging than the lasttier 6 is a challenge shield tier

    -rebel shield change example-
    tier 1 shield: Beat resistance level 10 in wt5 - reward: 1xcyper key, 50 divtech, 1xclassified cache
    tier 2 shield: Beat resistance level 20 in wt5 - reward: 1xcyper key, 100 divtech, 1xclassified cache
    tier 3 shield: Beat resistance level 30 in wt5 - reward: 1xcyper key, 150 divtech, 1xclassified cache
    tier 4 shield: Beat resistance level 40 in wt5 - reward: 2xcyper key, 200 divtech, 2xclassified cache
    tier 5 shield: Beat resistance level 50 in wt5 - reward: 3xcyper key, 300 divtech, 3xclassified cache
tier 6 shield: Beat resistance level 25 solo in wt5 - reward: 5xcyper key, 1000 divtech, 5xclassified cache

    -rushlh's incursion shield example-
tier 1 shield: beat each incursion in wt5 heroic difficulty
tier 2 shield: beat clear sky in less than 15 minute in wt5 heroic difficulty
tier 3 shield: beat dragons nest with only pistols in wt5 heroic difficulty
tier 4 shield: beat falcon lost with no skills in wt5 heroic difficulty
tier 5 shield: beat each incursion flawless in wt5 heroic difficulty
tier 6 shield: beat stolen signal in 20 minutes or less in wt5 heroic difficulty

    div2 rewards
works on a half way rounded up average of the tiers done over all shields.
There will be a ui element in div1 that indicates your current shield reward level for division 2

tier 1 shield: Unique weapon skins not found anywhere in div2. Looks better than current shield reward.
tier 2 shield: Isac asher cosmetic pack. It's the one of the kooliest cosmetic outfits in div1.
tier 3 shield: Emote pack. Maybe 3 emotes. Better emotes than what we get for the shield reward now.
tier 4 shield: Weapon charm bundle. Like r6s charms
tier 5 shield: Backpack charm bungle. Better than usa flag. Sparking broken seekermine charm for example.
tier 6 shield: Unique melee. I.e. Not an elbow. Axe from backpack strike for example.
    lol

Well with so many solo players moaning about missions being too hard for them, I guess Ubisoft thought WT2 was easy enough for them LOL

True and now the game caters for casual players these days. I remember when an incursion/mission only rewarded 3 items, a weapon, mod and a gear piece. All the moaning has made the game easy, the only challenging thing left to do these days is find a server that isnt laggy.

The odd time I play this game....... the challenge for me is to find a group of players that arent imbeciles. Sorry. I meant experienced enough to play coop.

They're just a bit of fun, something extra to do and the devs giving a few cosmetic things to TD1 players who will be moving to TD2.

If you think they should be harder or want to set your own challenges, then why play it on tier 2? I'm going to be going in trying tier 5 solo, at least give it a bit of a challenge.

I read on here someone did it as a reclaimer and striker...not exactly very challenging having stacked firewpower from one and what will be a practical immunity from the other. The game can be as challenging as you want it to be.

If you don't want it to be a short one, don't drop the tier down to ridiculously easy? The survival shield was the best one for me so far as i'd never played it. Ive now completed all the commendations for it. I think they're just showcasing the different things the game has to offer really
